Abstract Between 1946 and 1952, Albert Hirschman worked as an economist in charge of the Western European desk of the research branch of the Board of Governors of the Federal Reserve System in Washington, DC. In this position he wrote extensively on patterns of European postwar reconstruction and the creation of a new world economic order. Given his deep knowledge and prewar experiences, Italy and France were his first areas of specialization, although Hirschman soon contributed to the analysis of the Marshall Plan, the shaping of the European Payments Union, and the problem of the dollar shortage. This article examines the evolution of social relations in the Italian steel mill at Cornigliano, near Genoa, during the 1950s. Built with funding from the Marshall Plan, the mill was the subject of a number of initiatives aimed at establishing a system of industrial relations based on the contractual and consensual ‘American model’. The transfer of industrial equipment and management tools was used by American authorities to put pressure on Italian players to accept the imported model. The article analyzes and compares the European Recovery Plan of 1948, commonly known as the Marshall Plan, for the reconstruction of Europe after the Second World War (paragraphs 2, 2.1, 2.2), and the Next Generation EU (paragraphs 3, 3.1) through the lens and methods of legal comparison and historical analysis. As the description of the law cannot ignore the historicization of the object of study, such comparison is carried out inductively, through the analysis of the legal mechanisms in their concrete attitudes and the construction of descriptive schemes of facts, having regard to the legal discipline, but also to the functional profiles and the context in which the rules are conceived.
